Yes, I can tell you from my own experience that self made proxies will always be of superior quality to those made by providers.

This is because when you make your own proxies it's only you using the subnet, while when on a provider's subnet there could be as much as hundreds of people using it, which is a straight giveaway that it's used for spam.
If you're interested, I can PM you a snippet from the book that goes in depth into just that.
