Check the uniqueness of the content using one of those dup content checkers like Copyscape. Use Grammarly or any other grammar checking site for correct use. See how engaging the content is for the reader depending upon the price he charged. Before you engage a writer ask for his samples and if he has any live blogs to offer as samples to his content then he is serious in his work.
 
You can use online tools to check the uniqueness and grammar of content as @RayChand mentioned. But the thing that matters the most is "content flow". Poor quality content could be error free and unique but that doesn't serve any value to readers. If you really don't know about the quality of content then better option will be to hire editor or proofreader to make sure about the quality.

Remember that good content or bad content on the web is determined by the search engines. What good is any content if it is not being ranked. Hence, the simple answer is getting writers that have SEO understanding. Get your content ranked online. So the best content is the one that is ranked. Good news is that Google has algorithms to conclude what is good content. Irreverent content will never be ranked.
 
Tools like Grammarly and copyscape only solves uniqueness and grammar issues.

They can not tell whether content is good or bad.

You have to proof read yourself and check whether you like it or not. Whether content makes any sense or not.
 
The content should be Error free, unique ,Problem solving(i.e,) Proof--------> Preview-------->Proof
 
Hire an expert even if it costs you few more bucks. Read it from the audience's perspective. If you feel ok then go for it.
 
2 months ago, I was looking for a copywriter to hire for my business. I uploaded a task on a website and 30-40 people done the task. What I was paying attention mostly was, how they are writing the text according to the of the copy. If you want to sell it should have some features, if you want to deliver value, some other way ... .

If the copy is about selling, it must have 3 main parts, which is known in marketing as hook, story and offer.

Also as others mentioned, use some tools to analyze their writing to find mistakes and other needed stuff connected.
