The best strategy is to make others follow you. You like and / or retweet them and they follow you. You mention on your profile that you follow back. #IFB. So you dont have to worry about unfollow. Too many follow unfollow will get your account limited, shadow banned or suspend. Especially if you follow and unfollow same accounts.

Few months back I was doing 120 likes per hr for 3-4 hrs per day , no retweets, I wanted to keep my timeline clean. It changes from time to time. You can google to get current limits.

It's based on your follower count. The more people following you - the more people you can add.

Twitter lists this in their dev documentation on ratios/limiting. Note that they hate churn & burn - although it's the most practical way to build a following.

Which actions? follow unfollow ? I was doing it in the begining and was getting about 25 for 50 follow for follow, sometime even more. I use to unfollow all non followers over weekend. Then as is switched to likes and started getting followers without following them.

I was interested of your results of only "Like" tweets actions not follow unfollow .

Depends on number of followers you've already accumulated. Higher probability of F/UF ratio if your account has a reasonable fanbase.

Agreed with one caveat, when you’re starting a new account you need some people to see your content and engage with it to get the organic follows. I think follow/unfollow is useful to get that start.
