Can someone link me a thread explaining exactly how to use fair use without getting demonetized ?

Basically YouTube is not really explaining how channels like watchmojo put commentary on movies trailer and getting monetized whereas other channels puts a valuable commentary and do not get monetized . Can someone explains or link me to a thread ?
Some tricks/tips and things to avoid ?
