Dude freelancers at freelancer.com use some kind of bot to auto bid on every single projects. They wont read it. When you award it then they would read the project description. They either outsource it to some one else or deliver a crappy service in order to get some part of the project amount.
They are good only for cheap logo design.
Dont be shy to charge back, Freelancer.com wont fight it, Their bank know how terrible they are, They know it too.
I had something similar to your case, Not only I asked for full refund, I demanded something for compensation as well. Freelancer.com ofcourse denied to give even the refund. I charged back my whole projects even those which were completed as a punishment to these mother ***** and yeah after a few months my credit card company reverse all 3 transactions back to my bank

It doesn't always mean low quality. For example, I could choose to do a project in freelancer for nuts, just because I am new to the platform. I could also do a project in some specific technology because I need reviews. Also, I take cheap projects for some quick money.
As for wasting time, yeah man; you cannot avoid it unless you already know someone who can do the job like you want. As for "ok i do it", never hire anyone who says that specific phrase!! It's wrong on so many levels. Firstly, you will have horrible time communicating with anyone who does not know when to use "will/shall". Secondly, No sane developer will say "ok i do it". He will go through your specs (no matter how small it is), analyse it and come back with a quote. That's how software development is supposed to happen, lol.
Yep. Used them during my earlier days. Bunch of scammers with the way they charge you when a project is accepted even if the client is a no-show after that. Think I've only gotten a few jobs on there since then. Hiring from there is just as bad due to the invasion of hungry people who don't actually have the skills they're advertising. Upwork is much better if you're looking for work. Made over 70k on there.
That should work fine, shouldn't it? Who judges the quality of the submitted code? That also matters a lot. Also, react is component based (class component or otherwise). It should be very easy to detect bad code if you give them some practical task, where they have to use the state and all. It should be as clear as day light.

Give them something that will have 3 components, and will use some kind of navigation mechanism to switch in between. In one component, the user can set a number; and in the other component the user can read the previously entered number. Both components will be loaded from the third/parent component. Exactly, and I love react for this. Anyone who does not understand this, is a noob; and should not qualify for a project; no matter where (s)he is from.
