i work in freelancer as a designer,i am from europe ,the problem with you and i mean the clients is always you are trying to find the cheapest option and i mean the cheapest...When someone is asking to remove the backgrounds from 100 images for 30 usd and to be accurate and also from animals ,lol what do you expect?the same thing exists for all areas web development and etc.You simply dont care for the person but for the price and check next time and the reviews.

Never had a problem with any freelancer - like platform.
- never hire anyone from tier 3 countries
- ask for a portfolio
- check their feedbacks ( if they have even one low rating = skip)
- don't be cheapy, pay for the quality
- avoid people with bad English
- If your project is big enough ask for a paid sample

What if awarding a no milestone project but only release full payment until it finishes and the code fully working? (for small project)

Freelancers won't work without milestones. Once you accept a project, you pay a fee. If the employer backs out, then you are left with a fee that you had to pay for nothing.

It depends on project price. For project below $1000 its possible but for over it freelancers usually want to receive the payment in several parts so if things go wrong they have something in their hand.

That makes more sense. Maybe I interviewed freelance hard enough and make a mutual trust for them to accept a single milestone.
