Not that I know of. I've used Alibaba for a few amazon fba products is the only reason I know of it

lol... can't suggest anyone if I don't know what its made out of or what it is to an extent.... If your asking on here you need specifics on something like that other wise I might as well give you a dildo manufacture when you need business cards!
China is going to be your best bet for most products. However sporting goods and clothing I've found Pakistan has been better when it comes to fit & and quality control.

If you want more help, you need to share additional information:
1. What kind of material or are there multiple?
2. What kind of process (aluminum/welded or plastic/moulded)
3. Are there additional steps to manufacture: paint, assembly, polish, cutting, sewing etc...
4. Volume per order (10 pre-orders or a truck/container load)
5. Where is your target market EU, US or Other
Most importantly, what does "budget friendly" translate into? Friendly for a budget of $5.00 or friendly for a budget of $1,000,000?
