@MIRANTHA this here is the solution you seek.

Add your analytics code to your Google sites page via the settings. Then go to GSC and choose verify using analytics.

It's simple ,you just enter your domain name in the domain part and click continue and copied the verification code in the folder of your panel the it shows your domain is verified you are the proprietor of the domain

Your question is how to submit the google site in google search console via html tag. Is it right ? If am right means, it will be automatically verified by google search console using same gmail id, suppose if not yet verified, you have to integrate the google analytics via same gmail account
