If you are looking for a good writer for news agency websites, then expect the compensation to be around:
Native writer:
Min. 30-40 USD per 1000 words.
Non-native writer: Depends on the
market rate of the country they are from.
Points to remember:
1. For writing news articles, your first preference should be to hire a Journalist.
You can find many journalism writers out there but you need to keep a high budget.
2. Many people think that non-native or bilingual writers can't do the job as good as native writers.
If you have this notion - please get it off your mind!

Usually, people have preconceived notions about non native writers. Do not believe it. Use your own conscience.
Matter of fact, my highest paid writer is a non native writer and to be honest - I haven't find any native writers better than this one yet.

3. How to choose a suitable writer?

- Keep some topics handy with you, in case they don't have relevant samples to share with you and ask them to write a one page article for you for free. (Sometimes, you can keep a lower pay for the samples and then tell them that if they are selected then the pay will be higher.)
Likewise, you can review their fresh samples.
