Need to know about BHW forum policy..

I wants to know if someone's BHW account banned due to some reason and that person wants to creat new BHW account with same IP address..Is it possible ???
If yes?
1. It means it is possible that he/ she can become vip member?

2. If someone buy vip membership and their account banned within month..Do BHW owner refund the membership money or not???

Please let me know if you guys have any idea on it..

If a person is banned then they stay banned unless the forum owner decides otherwise.
