Google penalize if we put keyword in bold?

There are few people making money by confusing the basic ideology. This also one of those rumors.

First of all you should differentiate between bold / italic as tags and css styles.
Semantically i would use bold or italic tags. For the user it absolutley doesn't matter.
But i would guess smart use of semantical mark-up lifts overall text quality and is a very minor ranking factor.

So I use them all over a project not just for keywords.

The opposite! I usually use H tags and bold keywords in my texts and never seen that google penalize me

I dont think so. Otherwise how will you mention important words in your articles. The bold words are bound to overlap with the keywords frequently.
