Is there an affilate network that allows email spam traffic?

Maxbounty is a Canadian company... That might be your problem because I think Canada might be a consent to email country. In the USA and many other countries spam is legal, so stick with an affiliate network within one of those countries.

Spam is legal in the US? Ever heard about the CAN-SPAM act? I'm pretty sure the US is one of the first countries, if not the first, which made spamming illegal with serious repurcessions.

CAN-SPAM compliant email traffic and unsolicited email traffic aka spamming is a huge difference.

Dude you are confused... You're the one screwing up the definition and giving people bad information. The can-spam act is often referred to as the "You Can-Spam Act". Why? because it does not prohibit spam, in fact it makes it legal. It specifically prohibits states within the US from banning spam.

The OP never asked where he could send NON CAN-SPAM compliant email... He asked where he could send email traffic which is derived from an "extracted list"... he mentions nothing about violating CAN-SPAM.

Again, you've failed to post the law which says that spam is illegal...
