Not negative SEO, I'm using it for myself.

It won't hurt but it won't do much for SEO.

If you are doing it to build up your Medium cred it is fine but if you are doing it for SEO you really should diversify and use a bunch of different sites linking to your inner pages.

I'm doing it more to create some content, get the actual Medium Content to appear in the SERP etc.

Yes it could be count as a spam.. try to diversify your back-links.

What about buying links no Medium blog with lots of followers, will it help in SEO ranking?

At this point you are giving content for free to medium, you should instead use it as a parasite
