How these fake search engines work ?

Hello Gurus !!

I am new to Internet business and bit qurious about the following. Kindly explain ..

Many a times I see some fake search engines drive traffic to their website using most popular & cheap keywords. My question is :
1. What is the Idea behing this business?
2. How do they operate? Do they make money by just showing ads ( top & bottom of search result ) ?
3. Most of the ads displayed are either from bing or google. How they get ad placements form google and bing
4. Why doesn't google ban them as they are dong Arbitrage kinda buiness.

I meant to say they are driving traffic to another search engine using google ads and probably this is agaist adword ( google ads ) policy.

google ads will not make a problem i guess, after all they are just a website with dynamic content and traffic

can someone also suggest what kind of ads are placed at the top ann bottom sections ? It is very similar to bing or google search result ads ( at top and botton sections ).

Really late on this on but, I noticed them a while back to, could not find any network offering this kind of texts ads, they are even targeted for the keyword you typed in the beginning.

Can someone shed some lights on this ?

So basically if you use he sit they steal your information whether it’s traffic or cookie info and they sell it to the highest bidder. So you could see them email you or ask something you already know. So be careful

A similar company is running multiple ads on instagram and facebook to bring traffic. Throusand of such ads are running on FB and Insta.

You can check yourself the ads by searching Facebook ad library with publisher name "Offers4You"

can someone give some more ideas on this kind of business ... thanks
