If you're good with coding, trafficking, analysis, and understand how ad networks and ad servers work you can set it up using Prebid.js & GAM. Header Bidding isn't easy and should be done right, so if you're not sure what you're doing or don't have anyone to assist/check the setup - it is better to let experts do that.
