Targeting & keywords depend on your offer that you promoting and always use (Keyword Planner) from Google this tool very helpful
There is a lot of videos on youtube how to create landing page I can't explain here

For CPAbuild this time I created 3 different landing pages & 2 videos all that only for 1 Direct link offer and all ads are running...

I target all devices when I submit an ad for approval there is no any link after approval I put the links max 2 links with blogger redirect URL
