Average cost for a Rotating Residential Proxy is not less than 50$ and you can check Marketplace and Google for that.

Since you are managing 1k Facebook accounts, rotating proxies could be very suspicious since you would be using different IP's on each request.
If you have no choice, then I'd recommend rotating every 10 minutes as that's way better than rotating on each and every request. If your future rotating API also returns a proxy with IP & port, you could set a specific proxy for all of your Facebook accounts; you'll have to replace these proxies once they go dead though.
As for finding proxies, the above user mentioned what you'll have to do in terms of finding proxy services; visit the marketplace and you will find many providers.

I don't recommend rotating proxies for FB but if you are low on the budget first test with 5 accounts.

If the accounts are going to be used in the long term, I would go for a dedicated residential proxy. It won't be cheap, but for facebook, having ip change per request or every 10 minutes would greatly reduce the lifespan of the accounts. You could get 200 dedicated residential proxies and use 5 accounts per proxy.

So, not just spoof your fingerprinting, for big data company like Facebook, google, amazon, find some related website (interest related) to surf at first, implant your cookie and browsing history at first, then they give you a "user portrait", then not suspicious anymore

If you're considering the cost, there are providers who offer affordable packages. Facebook also allows 1-2 accounts in a single device so you may be able to use 1 proxy for 2 accounts. However, do this at your own risk. If you misuse a proxy for any account, both connected accounts will be affected.
