Most of the providers do, it depends on the scale they offer, as some will give you only Spain as a whole, while others will allow you to target Madrid or Barcelona, for example.
And yes, location does matter, as Facebook does take these things into account, their protective measures are amongst the toughest out there, so I'd say residential proxies are a must too.

Not just proxies! To use proxies for FB, you need to note the browser fingerprint also!
