well i really don't know what you did wrong, if all your details are correct and no fake billing addresses were added, you can contact google ads support and check what is so suspicious with your payments.
on this thread i revealed a working method that used by many provider to get low-cost YouTube views, in a very legitimate way, there are no shortcuts here, all must be by the book, they will not accept CC with wrong billing address etc.

the initial setup is very important, you can be a US or UK person/agency that hold a manager account and manage several google ads accounts under it, with multiple payment profile ID's that match to each account

i just put my own information. We are only changing the currency, so we can use our current address. I used my own name and UK address.

Wow thats half the price of Vietnamese dong ....So i will get around 1k views for $0.5. Now it makes sense why some of the panels are offering ad views in low cost.
Also I got a promo code when i used Vietnamese dong and it gives me £125 extra to spend, after spending £125 . After finishing that i will start a new account in Iranian Rial. As you mentioned i will make a manager account and create other accounts. not sure if i can use promo codes again but will try for sure...

you are welcome, but just to be 100% safe try to contact adwords support and ask about the promo codes usage, you don't have to contact from your own account, just make sure that if you are a manager of an agency and you add clients account for each project, under your manager account, is it possible to use the promo code for each and every new account.

Iranian currency doesn't show up on the google adwords setup! how much do you bid for Vietnamese dong ?? do you put 20 Vietnamese dong or 40 ??

Haven't checked the Iranian currency yet.

For Vietnamese I usually set the bid for 37 to 50 Vietnamese dong, However the average cost will varies and most of the time i get average cost as 26, i guess that varies depends on Targets, Location, devices etc..
After inputting all datas and just before creating the ad, put your bid as 5 then google will automatically show how much to set. see below

What's the speed you are getting per day with such bids ? I see people are selling discovery ad views at around 28 dong per view with speeds uptop 1M views per day. But i tried bidding around 40, and i got just 100 views in a day at cpv 37. Any help?
