What kind of legal stuff? Please explain.
However, they do not own all of the IPs they provide so it is totally on you. BUT as long as you do not do explicit illegal works it will be fine IMHO.

I'm not sure how Luminati fits with cloakers but as long as the activity is illegal in the countries where you are operating, both luminati and facebook will shut you down if they find you.
