Hi guys, I just came across some niches that rank on gov and edu websites only with pdf files.
Does anyone know how they upload the files to these websites?
Example: https://nifa.usda.gov/sites/default/files/AdvancED Standards of Quality, Indicators and Rubrics.pdf

okay, mistaken. there are some edu and govt sites there you can upload here is the example(https://www.academia.edu/) try it.

I don't think there's anything particularly strange about the site. Just looks like a storage location for USDA PDFs:
https://www.google.com/search?q=site:nifa.usda.gov/sites/default/files/
Someone has legit placed the PDF on the server. Maybe the company is a contractor? Maybe the PDF was part of a presentation someone at USDA gave? Maybe they paid someone off to put it on the server?

Who knows.

You aren't uploading anything there, though.

its just not a single website , he is uploading pdf files on alot of .gov & .edu websites , ALOT of sites at one point he uploaded on yale's site and they get ranked on #1 spot easily.

I think they not uploaded pdf to this site, the just used 302 redirects to get owned of this file in google.

Select your document and clic on Upload. After uploaded right clic on the file and copy url.

Both Cornell.edu and Usda.gov file upload forms STILL WORK. Use Acunetix in order to hack the webform. Please do a quick research about how to hack webforms... Use your brain dude.
