Very straightforward. Have plenty of sim cards.
Once you register account, you can stay logged in on multiple devices with confirmation code, as well as having multiple accounts on single app instance.
But it all comes down to what you will do with accounts. If you want to initiate DMs with strangers or post links, your accounts will be deleted.

I did some telegram multiaccounting 2 years ago. I think "text now" worked for numbers, and I used basic footprint covering: VMs with different linux distributions, few windows ones, bluestacks.
Some of the accounts I made back then work even today, and I never needed those rental numbers again.
Once you confirm code, account stays logged in permanently, as long as you dont get autodeleted because of 1 year inactivity.

Sorry I am a noob. Kindda lost. Are you tryng to say I can create all the accounts on the same laptop? I know I have to use alot of numbers to verify the accounts and also use proxies. Where I am lost is if I can create the accounts on the same laptop without getting banned

Yes. You can, with single physical laptop, emulate ownership of many devices. This is done using virtualization techinque. VM means virtual machine, and you can create your own using Oracle Virtual box and Bluestacks. Both are free.
