that is the "trade secret" of those YouTube Providers, to get lower minimal bids, they just open an ad-words account using other currency, so they get much cheaper bids for views,
for example on GBP or USD the 1 cent is not = 1 cent of some 3rd world country currency...

1 Vietnamese dong = 0.000039 Euro, note that you can set the currency only ONCE when you open the ad-words account, you can't change it later.

adwords will never ban you for choosing the currency you want to pay with

they allow you to choose currency type and time-zone, if they wanted it to be fixed per ip location the could do that.
but they didn't so they will accept the payment with the currency you choose. but you can't re-change it once you set it.

also i just gave the Vietnamese dong as an example, you can easily find other similar currencies to force cheaper views

sure, using manager-account you can add many ad words account (with different currencies under one account) like an agency
