We tried running several influencer campaigns using IG mentions. It didn't work that well. Defiantly did not get the attention of the influencers. Can you share more in depth what you are trying to do?

It could work depending on the end goal..

Not sure what a service provider would really do for you here besides give you a 'targeted' list of users, but the few people I know who use this method (mainly in the meme niche) automate it using Jarvee variables.

This method just always looked like spam to me. If a post has a bunch of people tagged in it and they aren't in the picture, I tend to personally unfollow those accounts. I can't speak for everyone though.

My end goal is to get competitor fans to follow me. My account is a male musician, and my competitors are also male musicians, and I want to tag my competitor account followers in the post of my new music video to grow my audience.

they all drop within 1-2 hour
i knew a guy who was doing mentions with a bug or glitch, they brought great engagement

I’m not sure, I know verified accounts can tag as many as they want supposedly

I tried them from a couple of smm panels without any good results, shadowbans, refunds, etc I am pretty sure that if anyone can provide reliable instagram mentions you would get a lot of traffic

This sounds like a bad idea to me. Last time that I saw such a service being used, it looked extremely spammy. I would do something else, or add a twist to it. Actually, I wouldn't even do it as I'm sure that you'll get shadowbanned in no time doing this with the current IG services I've seen here and everywhere.
