I don't bother with working with local businesses I work with an affiliate network. Much less headache. The key is picking the right niche and location. It's very easy to find keywords with next to no competition once you've got a process in place. The aim is keep the website simple. Many of my sites are one page sites (homepage) + legal and request a quote.

I usually stick with population of 25k+ but it depends on the niche, plumber will have more demand than wanted damage restoration so you'll need to play around with population.

There's a lot of could write, it's a huge topic just keyword research for local. Lots of neat tactics I've learnt to guage demand and competiton etc.
