RE Marketing, means you already LEGALLY own those emails right? so what is the question?

off course you can, just use a mailing platform, and if its whitehat, you can use any.

If you just bought a list, its not remarketing, its spam, but you can still do it, just with other setups in mind.

I am going to email a list that I have purchase and I want to know if there is a possibility to cookie them to show them ads of my website without visiting my site.

If I understand right, you're talking about cookie stuffing. It is illegal mate and discussing it on BHW is illegal as well, as far as I know. I think there are million other ways to earn ethically. Hope that helps.

Even buying email IDs and sending email without their prior approval is illegal tbh. I'm sure you will find lot more better ways to drive traffic to your website mate.
