1. Pretty sure this is not possible - wouldn't bet my life on it, but can't see how you are able to get these speeds.
2. There aren't many ways to monetise a fast connection outside of some forms of crypto algo trading like triangular artbitrage.

They have had plans like that in Romania for years.

Yeah, we got these speeds already. Our "dictator" did shit. We have good speeds because we didn't develop the infrastructure at the same time the early adopters did. Since we developed it later, there were already better technologies available and that's what we chose.

I don't think it matters what speed is available, you will still need to follow a proven money making method.
What kind of method are you interested in?
Funnels, Adsense, affiliate marketing?
All these take time to master and have success.
