I want a plan for tier 2 using GSA SER to the tier 1 backlinks

What's the best approach here to minimize G penalties? or looking like spam?

Do you use articles for tier 2? each tier 2 link shall have unique article?
or same article?

what platforms do you recommend for tier 2 that get indexed fast

It completely depends on how long you have to make indexing of those tier 1 links and rank with them!

IMO, Tier links will only help to improve the indexing rate of upper-tier links... If your money site will get frequent indexing then you will get a change in SERP.

There is no need for tier2 links if the tier1 links have already a good indexing rate on their own... So, you can calculate with the indexing rate of Tier1 links and the budget you have for the same!

For Tier 2 you can use Unique Spun articles. And also use social bookmarks, blog posts.
