Technically, if we had docs ID/Passport, utiity bill, etc we could create a verified "stealth" PayPal? Right?
What is needed to fully verify beyond ID/Passport and maybe utility bill?
A bank and/or actual debit card in the same name as the doc to be confirmed?

The only thing PayPal requires you to connect is your bank account + credit card / debit card, that should do the trick as well. But, if you keep making high transactions they will start asking for ID proof, utility bill, goods receipts, etc...

I am not sure if they ask for government tax ID, if one exists in UK / US

2 weeks or a month is fine (do not let it sit idle, make sure to browse once in a while), just make sure you send small payments like $1-2, also convert it to a business account as that is the most important step as of now. For your new account, just follow the steps I have mentioned right now and in the thread.

Verifying your phone number is also the best option in order to look legit in the eyes of PayPal.

If paypal ask for id verification does it need only the photo or picture with the person. And id we use third tier country, buy acc and ask them to verify is it safer?

It just needs to be ID photo I believe and not sure about the second option.

Not the seller, since i can purchase locally and know the person. So it won't be a problem.

You forgot to mention to always use a dedicated ip. Wether if its a proxy or a vpn, they’ll limit you fairly easy if the ip has been previously used.

I would recommend IPBurger (not affiliated) over anything for UK and US accounts.

• Does it provides me any advantage to connect my account with a VCC?
• You mentioned converting it to a Business Account, i'd prefer to let my customers pay via F&F. Would that cause any problems?
  
• I would get payments between 15€-45€, would i withdraw them to my main account in those small chunks for max security?
• How do these Paypal Unblock services actually work? Do they fake documents? It would be a shame if the account would get locked...
  
• Would you recommend to do that as an "unexperienced user" or just buy a verified account from here? Im always a bit worried that the owner will just log in, and steal money + cause harm to my main paypal account.

What country would be best suited for a stealth account? My plan rn is to buy a USA VCC, VBA, Proxy and Phone Number so i can fully verify everything before i start to use the account. Is this good, or unnecessary?
