How to do SEO for static HTML site with low page number?

I have a recently created static HTML website with custom domain hosted in Netlify (free). The site has only 3 pages with very low word count content.
Now it's getting visitors from Youtube, Facebook and other social media only. Since my niche's top competitors are parasite, web 2.0, etc, I think I should try something to test if my site can rank higher than them.

So my question are:
  1. Is any chance I can rank for this site in Google?
  2. If I keep using this platform (static HTML), how to do On-page SEO for it?
  3. Could you suggest a link building strategy for it?
  4. I've got a list of @Rachmaninoff shared links here, is it a good idea if I point them directly to my site?

Any suggestion is highly appreciated.

Make sure your site generator has built a sitemap, maybe also rss feed. Edit the layout and includes files to for your website. Example: meta description default is some Lorem Ipsum, change that to be article summary . It depends on what you use, it is Jekyll or else?

I don't use Jekyll. It's a customized bootstrap template. Yes, I have modified meta description and also open graph tags. I will generate sitemap for it.
 
Try optimize website by minifying javascript, css files, adding HTTPS, checking your meta descriptions tags and h1, h2, h3 tags for keywords you want to google rank. After you do that, you can try to get backlinks from relevant relevant websites for example by writing articles or posts at WEB2.0 websites.
 
First do on-page optimization and build back-links from relevant high authority sites and update the content with new trend and improve internal linking structure.

Optimize the on page perfectly and try to add keywords in title,meta description . Maintain good page speed and add relevant links from high authority sites with pace. Make sure the content has user intent.
