... Of course it would be best to use the same ip it was created on but... it's impossible lool you're buying an account. Oh by the way your ip rotates on your phone even your residential ip rotates time to time.

But as far as i know it rotates within the ip ranges (residential) and google knows of 2 ips are in the same range or not, even the public can look it up and i guess google works with all ISPs even
The solution would be to ask in which Region of what country the acc was created in, but i dont know if it s a good idea for the OP to share this, but then you could maybe Manage to get an ip out of the same ip range

When theyre created on 4G connection it s different, i calculated once that the ip pool u get an ip out of on 4g is not in Korrelation with the place you live in AND the pool is about 300.000-500.000 people big (in germany at least, in less dense areas maybe less People)

But ive no idea how to acquire those "custom proxies" , you would need to ask the proxy providers(not only isps) for one in the ip range
