how do you Target a Specific Country?

Hi.. I want to target a specific country .. so just want few opnions that should i go for the country specific domain (ccTLD) or just buy .com and go with it? I mean a CCTLD gets more weight-age in a country or the .com in Google ranking...??

thanks but i looked at .com.au domain and looks like i need someone owning the business there to get this cctld .. and i guess same goes for USA...
