Is it safe to start link building for a 15 days website? Also the article that i want to rank is not yet indexed, but soon will be indexed maybe in 1-3 days.
 
There is no reason to act that fast. Seo takes time. Prepare good content and wait till the site is indexed.
 
When is the best time to start link building?
Anytime.

  • Make a press release
  • run some social signals and why not maybe some real ones, get a bit of traffic and start building links.
There is no perfect time to do "backlinks" as made up backlinks, are blackhat by nature, but with the method I've show you, you can justify yourself a bit in case if something happen, but will not, Google will don't care about you first months.

Make Sure You Have Good (& Hopefully Great) Content Before You Start Building Links.So many existing sites have terrible link profiles. But when you have the chance to start from scratch, you have the chance to do it right.
 
Do some social shares and get it indexed first then start building the links. Also, if you looking to build links for an inner page, then create some for homepage as well.
 
Nothing frenzy, simply just do social signals first (for indexing) and then linkbuilding slowly (i.e. dripfeed).

How to do social shares on adult niche? which sites accept adult niche?
 
As long as the links look 'natural'

What is 'natural'? No MASS DUMPS of links / Many different sources / Many different link types (plain url / citation / off anchor / on anchor / etc )

If I were you, I'd focus on ORGANIC outreach using social media (not email)
 
You need to focus on more content and then share some social signals for indexed.
 
Never had a problem with this... you can just start as soon as you like, as long as you dont blast with a thousand shit links all at once.
 
Start with branded, naked URL and generic anchored backlinks to your home page. Feel free to start linking to inner pages once you have enough content on the site to look established.

This is what I have been doing with new sites and they start ranking fairly quickly, well as quickly as you can in 2020.

Don't go getting a bunch of links to the one post you have and use all keyword anchors.
