I need cheap and offshore hosting which ignore DMCA Notice. I want to build Movies and Serial Website Please Suggest me Fast and Cheap Offshore Hosting.

I'd like to hear some responses too, I've casually absorbed a lot of different opinions about offshore hosting and DMCA, yet it still seems uncertain in terms of who's actually a viable option. At affordable pricing, and I don't mean dirty cheap affordable.

True, a website should have in place it's own methods of mitigating, you would think at the point where the hosting company receives notices themselves that you are at fault more so than the hosting service. However it seems like maybe in some cases lots of places offer the 'non DMCA compliant' policy, but not stay as true to it as other potential options. It'd be nice to hear a number of opinions from people actively hosting websites in this manner.
 
There was one Bulgarian hosting in the hosting section here on BHW. It's cheap as far as I can remember
