Create Look a like audience from competitor

Hi Is there a way to create a look a like audience from the people who like my competitors facebook site?
Do I need to download the audiences email adresse and then upload it as "my" audience or how can I do it?
And will it work to take a audience from eg USA and then use it in eg Germany

I could be off the mark here, but why don't you run a Facebook advertising campaign targeting people who like your competitors page? That way you could target their actual audience, and perhaps some other people that don't like their page but have an interest in your niche?

Hmm I cant chose to target a specific page and only that page.
My competitor is in another country. So I dont need to target exactly the same people but to create a look a like audience.
