Understood, for running 400 modems its definitely going to be very expensive regardless of what provider you chose. In your case datacenter IPs or botnet IPs would be the cheaper route to get multiple IPs in bulk.

Sorry that you were not able to bypass phone verification on LinkedIn. I spent about 30 minutes testing 7 different proxies from 3 different major phone companies and then tested some backconnect proxies and private residential proxies that have never been used before, then tried on my regular home connection.... 100% of the time I got phone verification too. Appears that LinkedIn is requiring it for a few countries already, maybe that now includes USA.
