Does format mean reset it because when I try to reset it it just says I need a password /key can I reset windows 10 from bios settings (it's a hp laptop)?Frankly speaking, there is only one way to really reset it. FORMAT it (copy your data to a second disk first).
If you need your data, put into secondary disk and retrieve it using a middleware pc (running *nix, if you are serious). Be careful of what data you carry forward. Just take essential.
Lots of users will tell you to do bla bla, and bla. Those do not work. Trust me, I have been a hacker first hand.

So your bios is password protected. To remove the protection, you have to open the laptop case and pull out the cmos battery on the mother board. Keep it out for a few seconds and out back in. That should reset the password. If you are not sure how to open the laptop, take it to a service center and pay them to do it for you.
Once you have resetted the password, get a windows 10 cd and wipe your hard drive clean... Then do a fresh install. BACKUP first nevertheless.

No I have my bios password but not the bitlocker which I guess is the virus. BTW can I reset my pc from bios?

No, you can't reset your pc from bios. If you don't have the bit locker key, the files are pretty much gone afaik.

Well do I have to buy a new hard drive for the laptop cause now I can only enter the bios setting or get to the bitlocker page from start it doesn't seem that I can get to my normal desktop it's blocked by bitlocker? :/ I made the computer go in to safe mode from bios and now it's only showing the bitlocker thingy when I start it any idea on how to fix?

download roguekiller anti malware portable, start in safe mode and make a full scan
hopefully it will remove the virus. very powerful and underrated piece of software

But I can't even login to the computer when I turn it on it immediately goes to bitlocker :/

Also the virus made cut of the laptops ability to use/communicate with the internet :/

BitLocker is a Windows application that encrypt your hard-disk. If you don't have the password or the recovery key, you won't be able to recover your files.
If you cannot boot from USB, the only way forward is to format this harddisk on a different computer and re-install Windows.
The lesson learned from this situation: never run executable files downloaded from shady sources directly on your computer, always use a virtual box.

To do this do i have to open up the pc, take out the har drive plug that in to my normal pc? Will the virus then transfer to my other pc if I just plug it in ?if so how do I stop it from doing so and could the virus also block me from formating it from another pc? Sry I'm not good with this stuff really appreciate it though

Yes, open up the computer and take the hard out. Use a external USB rack to connect it to a different laptop. To be sure that the virus don't spread to another computer, use a Linux live USB stick and boot it from this stick. Format the hard-drive, move the drive back to the original PC/laptop and reinstall Windows.
