It varies, some clicks are within $1-$15 range, but CPC is not the only or main model of monetization, it's also CPM.
You can't compare AdSense only site with the site that runs dozen ad networks, as it will always perform better.

French do not like to click on advert and this may be the reason. I used to have a site that brought a lot of traffic and plenty of clicks for amazon affiliates, but they were not buying. And these were supposed to be intent keywords too.

So instead of opening a new thread I'll ask here, how are you guys running paid ads to a site with adsense and not getting accounts limited?
All my traffic is legit. Adsense account is 8 years with previous payments, and it still gets limited for a few weeks every month.
Those are the same ad networks that most sites use. Ad network downs usually have a Geo, but Tier 1 traffic is the most expensive.
You can check list of Top 100 Ad Networks - AdSense alternatives, that you can use instead or along with AdSense. You should look towards running an ad server on the long run, AdSense is mostly for starters and newbies.
It has nothing to do with the culture, but how the ads served. GDPR has negative effect on ad serving, serving personal ads became harder, therefore ads are not always ‘perfectly’ targeted. Not targeted ads means you can see ads about butcher shop when you’re vegan, thus, less clicks and lower rates.
Could be related to the traffic you send. I’d suggest looking into the traffic performance and see what triggers it.

About GDPR, as i'm targeting France, i have only add adsense and nothing else, so that my french visitors get personnalized and focused ads, do i have to do anything else or something special ?
