Yes, you can use Ghost / also Wordpress as the CMS to host the content to build the static website (as Headless CMS)
Why would you keep it static?
Static mean it fast, You can host as many sites as you want without worry about the site is dead, database is broken
You host all your sites in CDN, so leave small footprint when building PBN
Image is optimized as built time so you don't have to optimize each image...
Why would you sell something thats opensource and free for the hosting lol?
Hum, they just offer you the free hosting. If you want to use, you have to setting thing up, like build a website, write or scrape the content, ..., I will do that service.

right price for this is $10 to $25. You dont spend more than 30 mins per site unless you write unique content.

Just push you content to a git branch with name 'gh-pages' and you can host it with github... you won't have to put netfily in between this without any needs. At the end netlify will run through that github repo so it's better to just cut it out.
