I'm a 17 year student and this was my first venture.

Step 1) Reach out to local businesses who do not have a website + Gmb(not verified)

Step 2) Sell them pre made websites using elementor or divi (3 hours max ) use a light theme

Step 3) After they have a running website pitch them to verify their Gmb and optimise it regularly and ask for a monthly fee and show them stats and graphs

Step 4) Pursuade them to give monthly retainer for Gmb or they'll loose all this traffic
or you'll delete their listing ( a bit Blackhat)

PS: Only challenge I'm facing is how to pitch to clients and most of them mention that they'll look into it and I never hear back from them

You can sell them hosting too besides the website and GMB, which is recurring income, if they keep their site hosted with the hosting company. I'm not up to date with the actual rates, but i remember getting paid $100 a pop from Dreamhost, maybe they still have this or Hostgator.

You might want to rethink step 4. Extortion is not the best start in business relations. :) Asking for a monthly maintenance fee can work without extortion.
 
It's a good method, but yes don't extort businesses, the best ways to get ahead in life is to make win/win deals, not threaten people.

But I created Gmb and did optimization to upsell them from next month's when they'll see results themselves but In this case if they disagree I'll have to take some steps
 
Do you have a portfolio website or something to make you look more credible? Are you emaling them from something like [email protected] or a gmail account? Also, charge way more than $100 for that, you can probably add a 0 to that number.

This is not blackhat, this is extortion. Someone may take legal action. You need to be careful.

Now I doubt he really made money lol
 
So how to deal with them if they don't wanna pay for recurring payments
You need the clients to feel safe when they pay you money. Start a website of your own (if you haven't done already) and try to make it look like an organization. This will also help you get more clients. Prepare portfolio using your old projects or outsource it on Fiverr. Ask old customers to write reviews or add fake reviews (which better look legit).

For recurring customers, you need to find a subscription model that suits them. For example, you can provide quality backlinks and convince them to pay monthly fee for those links. You can buy permanent links here in BHW marketplace for a one-time payment. This is called blackhat because you're not blackmailing them but convincing them to get more profits.

Once you start making over $500 per month, then outsource all the work and focus exclusively on marketing to reach more and more customers. You can even outsource marketing but monitor conversions. All this is just an example. Take bits and pieces of this advise and prepare a business model of your own.
 
It's all alright except #4. Please don't treat your clients like that.
