As a former brick & mortar store owner, I'll say, if you come in or call and try to sell me something, I will agree to "look into" anything to get you to go away.

I also promise, that I will try very hard to forget you came by, so I can get some damn work done.
 
I'm a 17 year student and this was my first venture.

Step 1) Reach out to local businesses who do not have a website + Gmb(not verified)

Step 2) Sell them pre made websites using elementor or divi (3 hours max ) use a light theme

Step 3) After they have a running website pitch them to verify their Gmb and optimise it regularly and ask for a monthly fee and show them stats and graphs

Step 4) Pursuade them to give monthly retainer for Gmb or they'll loose all this traffic
or you'll delete their listing ( a bit Blackhat)

Love the plan and the initiative. I'd offer a list of supplemental services. This may help in your pitch. If you put yourself in too narrow a window of services you're likely to get shut down a lot. The more supplemental services you can offer, the greater the chance they can at least get their feet wet at a low price point that may help you to level up to your higher ticket services once they get a feel for your reliability, performance and level of quality. May even lead to referrals.
