I am a little bit confusing about the who is information in for the GTLD and cant understand what google can see.
Which information google can see and what role GDPR play on it ( i am talking for non private domains)

I was trying a lot of Who is checkers and cant see any information about one of my domains (he dont have private)

Technically Google could see everything. I doubt that they are interested in this information though. At the end you have to speculate though Google uses this information to support their penalty decisions.

Use good quality sites with lower or no spammy links. When done properly this could get you good results

rank all your PBN sites, treat like your money sites
when many keywords hit top 20, make a link to your real money site.
i never do this.. but it makes sense.
