Build just normal website, use different hositings and domain providers and don't use the same things whatever it is - theme, politics privacy etc. Or use cloacking

There is no guarantee, Try to avoid Poor content quality, do not use a domain that already had a penalty, make links to other useful websites & do not Host multiple domains without masking the IP address.
