Offers are generated once you create the content lockers. The content lockers detect the geographical location of the user and it generates the best offers.

Please look at the top of the thread if you can’t get approved and look at the posts i replies to someone else who needed help on how to get approved
OP you forgot to mention that: 1) Snapchat will lock your account when you will add too many friends too fast, considering to make this viral. 2) Snapchat will delete account when you will get too many story views too fast AKA viral spread you are trying to reach. So how to make this viral if Snapchat locks or deletes your account in the process (when it actually gets viral making 300$/day+) not 20$/day “viral” people on forum are making manually doing this for 4-5 hours at the moment...

Maybe you remember that WhatsApp had to implement a limit how many times you are allowed to forward content to your friends, the reason was the 2016 2017 spam wave, as written earlier here.
