With one VPS you can create atleast 10 accounts easy. But if you are conservative and smart then I would say 15-20(I don't know if there is a limit to how many VMs you can create though).

I created 4 VMs on the vps and have logged into each VM like 4-5 times. I created the AdWord acc and Gmail on the vps.

Also for the first 2 Vps I used more computing because I was figuring out stuff on how to setup everything including ads.

It's been 4-5 days and I have already used 20% of the Free credit.

But considering that moving forward I will be spending less time on creating ads and will be logging only twice (one for dummy and one for actual campaign) I think I can still create 10+ VMs and AdWord accounts.

Yes but you will still have to use unique cards and that's a hard thing to do. I still don't get that part.

you mean you created 10 users on one vps , in this way they will ban all of you accounts if one of those banned , because they are sharing the same ip and the same vps , btw your comment its not very clear in azure or aws you can make Virtual machines and every virtual machine has unique ip and from every virtual machine you can make many users

you mean you created 10 users on one vps , in this way they will ban all of you accounts if one of those banned , because they are sharing the same ip and the same vps , btw your comment its not very clear in azure or aws you can make Virtual machines and every virtual machine has unique ip and from every virtual machine you can make many users

I created one account on Azure (Free) and till now have created 4 Virtual machines(all different IP). And then created 1 Ad acc on each VM, so total 4 ad accounts.

2 out of 4 accounts got suspended. 2 are working fine( so 50% Success rate).

To create more ad account, create more VMs on azure.
