Try to mimic what the first page sites are doing. Try to acquire some backlinks they have.
Check their word count and calculate the average word count of the first page of your targeting keyword and write around that number or more but not less.
Get some guest posts. Create some web2.0s with unique and relevant content(add more than 3-4 posts so that the web2.0s don't look like they are made just for obtaining links).
Maintain the velocity of building links in order to look natural.
After the web2.0s got older you can start tiered link building on them.
