For people doing Adwords for some time now, is advertising cost (cpc, cpv, cpm) in november and december significantly higher than in other months (q1, q2)?

due to black friday effect , most people in buying mood so advertiser wanted to take adv on that.

Yes it will be higher in the "high" season alot of people are buying christmas pressent now. And alot of websites wants to get a piece of the cake.
So around 2 weeks before blackfriday till after christmas it will be a bit higher.

Depends a lot on niche, but yes everyone has time and money to spent so you for sure you will some some rise there.

There was Black Friday sales season and currently Christmas and New Year, when maximum ads are put out, hence depending on the niches, at these seasons CPCs may be higher than usual.
