Very Nice Question.

I would like to elaborate over it.

See....hacking is all about the penetration like to penetrate into a house. Let's say a thief tries to find the backdoors or loopholes so can enter into your house & can damage your assets.

Similarly hackers finds the backdoors or loopholes to reach your website files and database. Because website is all about code files & db.

Now inside wordpress, these loopholes can either be in theme or plugins or configuration files.

Hackers try to insert infection into your database using loosely secure forms etc. They try to insert infection into your code files like of sneaky redirects and all.

So plugin, theme developer always keep testing their products to leave no loopholes & send you notification to update your products.

It's your duty to keep updated your website on notification, just make sure to have backup before so in case of any break, you can rollback to stable stage.

as for my experience there are many great tools regarding this query of transferring your website to another hosting, but still the best practice for this is doing it manually, this is based from my experience, when using tools there are many technical problems that i have faced, if you have some errors on your transfers if its minor then you can also ask me about this i will reply you as long as i am online.

Hosting also provide server to server migration as well, so connect with your destination hosting if they have some console for this or you would need to go manually either using plugin or custom migration.

I have WP-Script installed and their latest version basically locks you out of the Wordpress admin. They have no support so is there any way to get in there and either roll back the wordpress version or upgrade the script without re-insalling and losing everything. Can't access the admin but the front end works fine

my question! Is there a way to clean the whole host account for malware

Basically, in laymans terms, when you save data to the database, Wordpress has to write a command that instructs the database to save the data. Some 'hackers' try to send commands instead of regular text. For example, on a comment form, instead of writing their name, they may write a command. Then if the code on the server doesn't verify that what was sent is an actual name, (or cleans the text), the command the hacker sent will be executed by the database.

This is no longer as bad as it used to be back in the last decade.

Actually it depends how deep is the infection in assets, i think hosting company can help with this.
