There is infected file according to virustotal. What will be the safe way to run without jeopardizing hdd and windows? Sandbox gives total immunity?

Get a vps or virtual box, download a pre created windows machine and then run on it.

You could run it in a virtual machine, but what are you hoping to achieve? If you run it and it appears to be OK, are you then going to run it on your main computer? How would you really know if its doing anything in the background?

Best looking at the source of the file (where you actually got it from, and its history) then making the decision whether or not to use the file based on that.
