That is the budget i usually invest in my email projects, to build a list and front end self funding funnel. Once completed it becomes a self funding almost fully automated business and i move onto the next one.
I would do this + buying 30-50k words divided into articles.

Grow it.

This is definitely a good option, but most people on their first go will not be able to take a site to $1k/mo even with an aged domain. It's hard. Very hard until you've been doing it for a while.

Traffic is presented with an inital value offer funnel and then a monetized upsell.
After optimising this front end funnel it basically breaks even.
So now the paid traffic is automated and self funding.
Now i have their details it costs almost $0 to remarket to the list on the back end.
This is where the profit is.
But you need thousands of clicks / signups to optimize. That is where the majority of the money is spent.
